GoDaddy is Policing Domains outside of the Legal System and Charging for It

Here is a notice on a domain name that is now locked in my account... The domain in question does not have any Trademarks on it. Someone complained, they locked it, and charged me a fee. It is all a part of their terms. Non-refundable fee of $29 per incident. Who made GoDaddy the domain police? An who the **** is WIPO?
